Senator Kelly requested that the reconsideration on SENATE CS                  
FOR CS FOR HOUSE BILL NO. 220(FIN) am S An Act relating                        
to the duties of the commissioner of commerce and economic                     
development concerning the Alaska Tourism Marketing Council;                   
relating to the per diem and travel expenses of the council's board            
of directors; relating to the powers and duties of the council;                
extending the termination date of the council; and providing for an            
effective date be taken up at this time.                                       
                                                                               
SENATE CS FOR CS FOR HOUSE BILL NO. 220(FIN) am S was                          
before the Senate on reconsideration.                                          
                                                                               
Senator Frank moved and asked unanimous consent that he be                     
allowed to abstain from voting due to a conflict of interest.                  
Objections were heard and Senator Frank was required to vote.                  
                                                                               
The question to be reconsidered: Shall SENATE CS FOR CS FOR                    
HOUSE BILL NO. 220(FIN) am S An Act relating to the duties of                  
the commissioner of commerce and economic development

Senator Halford moved and asked unanimous consent that the vote                
on the passage of the bill be considered the vote on the effective             
date clause.  Without objection, it was so ordered and the bill was
